NFL free agency officially kicks off with the commencement of the new league year on Wednesday. However, since Monday noon, pending free agents have had the liberty to engage in negotiations with teams for potential deals.
The majority of teams have already sealed agreements with external free agents—individuals not part of their 2023 roster—except for a trio comprising the Dallas Cowboys, Seattle Seahawks, and Tampa Bay Buccaneers.
The Dallas Cowboys stand out as the most surprising entry on this list, having only secured the services of long snapper Trent Sieg. This contrasts starkly with the “all-in” approach promised by owner Jerry Jones earlier in January. The absence of significant moves prompts speculation regarding the Cowboys’ interpretation of being “all-in.”

Financial constraints may explain the Cowboys’ hesitance, as they possess a mere $8.8 million in cap space, limiting their capacity to pursue high-profile free agents. Nonetheless, the urgency remains for the Cowboys to bolster their roster, especially with notable players swiftly finding new homes.
Conversely, the Buccaneers have been proactive in retaining key personnel, including quarterback Baker Mayfield and wide receiver Mike Evans, crucial elements for their offensive aspirations in 2024.
The team’s focus on retaining talent reflects their commitment to building upon past successes. Despite these signings, the Buccaneers still retain a healthy $16.7 million in cap space, providing flexibility for further maneuvers.
The Seattle Seahawks, on the other hand, have secured only two signings, re-signing tight end Noah Fant and defensive end Leonard Williams. Their conservative approach contrasts with their substantial $46.8 million cap space, suggesting potential for further activity as free agency progresses.
