NFL Commissioner Roger Goodell is optimistic about the new kickoff rules introduced this season, highlighting that they are working well so far, though some adjustments might be made during the offseason. The new rules have led to an increase in kickoff returns, with 30% of kickoffs being returned compared to just 20% last season.
Goodell pointed out that this rise in returns is providing valuable data for assessing player safety, with fewer injuries and less severe impacts being reported. He also mentioned possible future changes, like moving the kickoff line back or adjusting penalties for kicking the ball out of bounds, to encourage even more returns.
Goodell also touched on the NFL’s efforts to expand globally, suggesting that a Super Bowl might one day be held outside of the U.S. While this has traditionally been reserved for cities with NFL teams, he said that the idea is becoming more feasible as the league continues to grow internationally.
Goodell’s remarks, made at a fan forum in London, indicate a shift from his previous opposition to the concept. Although no concrete plans are in place, he acknowledged that the league is open to new ideas as its global fan base expands.
In his vision for the NFL’s international future, Goodell outlined a scenario where 16 international games could be played annually if the regular season expands to 18 games. He discussed reducing the number of preseason games and increasing the league’s global reach, potentially doubling the current number of international games.
Goodell mentioned that Dublin and Rio de Janeiro are likely to host future games, while London and Germany will continue to be regular venues. The Jaguars, specifically, are considering more games in London while they renovate their home stadium in Jacksonville.
Player safety and logistical concerns were also key topics for Goodell, who mentioned the possibility of adding a second bye week if the regular season is extended. He emphasized that any changes to the length of the season must be accompanied by measures to protect players, such as adjustments to the offseason and training camp schedules.
If the league moves to an 18-game season, the NFL calendar could stretch from Labor Day to Presidents Day. Goodell noted that discussions with the players’ union on these topics are ongoing, with a new agreement possible before the current labor deal expires in 2030.
Looking ahead, Goodell confirmed that the league aims to increase the number of international games from five to eight each season in the near future. He is confident that Ireland will host a game soon, likely after Madrid’s first game in 2025, and named Rio de Janeiro as a possible venue for Brazil’s next NFL event.
The commissioner also noted growing interest from Asia, stating that the demand for international games is outpacing the league’s current capacity to meet it. Goodell’s comments reflect the NFL’s broader strategy of global expansion and innovation.
