As it stands now, it seems Ange Postecoglou will not be able to get Oscar Gloukh from Red Bull Salzburg. He wanted to bring him to Celtic in 2022, but probably, this will not happen again.

According to a report in The Sun, Arsenal sent scouts to monitor Grouf’s play for Israel during the international break.
Hailed as a “special player” by former Israeli international Gil Vermouth, Grouf shone brightly with a goal in a 1-1 draw against Romania before playing the full 90 minutes against Belarus.
The 19-year-old is doing well this season. He has played eight games and already scored one goal and provided three assists. Red Bull Salzburg might get good results from Grouk, especially if Arsenal is interested in him.
Tottenham Hotspur is also interested in Oscar Gloukh
However, Arsenal could be a contender for Grouk, as The Sun reported that Manchester United also scouted him last week. He continues to have interest from Tottenham Hotspur, with Arsenal’s rivals also showing interest in the summer.
The Guardian claimed in July that Spurs were interested in signing Grouk, with a view to pairing him with Israeli international Manar Solomon. While Grouch may like it, coach Ange Postecoglou may fear missing out on the playmaker again.

Postecoglou Wanted Grooke to join Celtic.
The Daily Record reported in September 2022 that Postecoglou was genuinely interested in signing Glueck. Grooke was considered a strong candidate on Celtic’s target list for the January transfer window, with interest in Postecoglou thought to be growing.
Back then, Gloukh was playing for Maccabi Tel Aviv, and Celtic could not sign him. Instead, he went to Red Bull Salzburg. Postecoglou still really likes Gloukh and thinks he is perfect for how he wants the team to play.
Tottenham might start trying harder to sign Gloukh now that they know Arsenal is interested, too. Postecoglou does not want to miss out on him again.
